The Bus de l’Initiative, developed by the association CREATIVE in Garges‑lès‑Gonesse, is a mobile civic infrastructure designed to reduce territorial inequalities by bringing essential services, opportunities, and support directly to residents of underserved neighbourhoods. Operating across the Roissy Pays de France territory, the bus transforms public space into an accessible, proximity‑based civic arena where inhabitants can engage with employment services, entrepreneurship support, administrative assistance, social programmes, and community‑building activities. Its methodology relies on “a strong multi‑partnerships character, acting as an intermediary between communities, employment integration and support structures, businesses, entrepreneurs and residents.”
This model enhances civic space by lowering structural barriers that often prevent residents—particularly those in priority neighbourhoods—from accessing rights, participating in public life, or benefiting from socio‑economic opportunities. The bus offers digital access, confidential counselling spaces, and convivial meeting areas, enabling people to seek guidance, exchange with professionals, and connect with local institutions in a familiar environment. Its inclusive approach is reflected in the diversity of beneficiaries and the breadth of services provided, from job search support to parental guidance, health information, and entrepreneurship pathways.
The initiative is sustained through a cooperative governance model involving the City of Garges‑lès‑Gonesse, Roissy Pays de France, the French State, France Services, Pôle Emploi, Missions Locales, Bpifrance, Adie, and other SSE actors. By combining mobility, partnership, and long‑term accompaniment, the Bus de l’Initiative strengthens civic participation, fosters trust between institutions and residents, and contributes to a more equitable and inclusive civic space.
