AREPO was founded in 2019 by a collective of artists and cultural professionals in Torres Vedras with the aim of making opera and contemporary arts more accessible, inclusive, and socially relevant. The initiative emerged from a shared desire to challenge traditional cultural barriers, promote co-creation, and actively engage local communities through innovative and participatory artistic formats.
AREPO operates as an independent cultural organisation, developing its projects collaboratively with artists, partners, and local institutions. The hub is coordinated by the Municipality of Torres Vedras in partnership with local Carnival associations and other cultural organisations. Its governance is based on a shared management model in which the municipality provides infrastructure and strategic coordination, while civic associations co-manage activities and cultural programming. This collaborative framework ensures that the space remains community-driven, supporting creativity, innovation, and social inclusion through joint planning and the sharing of resources.
AREPO’s work is guided by core principles of open access to cultural creation, active participation through co-design processes, inclusive representation that amplifies diverse voices, and transparency within public–civil partnerships, ensuring accountability and collective ownership of cultural life.
