The Via Cumiana 15 Collaboration Pact was developed within the framework of the City of Turin’s Co-City call for proposals, funded by the UIA Programme in 2017. Through this initiative, the City aimed to pilot its newly adopted Regulation for the Shared Administration of Urban Commons, testing innovative ways to regenerate abandoned or underused public assets by actively involving civil society in their management. Via Cumiana 15 was selected as one of the properties included in the call. Rather than choosing a single proposal, the City facilitated a co-design process among the strongest projects submitted by different associations, leading to a shared vision, defined roles, and a collaborative governance model formalized in the Collaboration Pact.
The space is managed through a multi-stakeholder system with three interconnected levels. At the institutional level, a Steering Committee brings together representatives of the City of Turin, District 3, and the civic organizations that signed the pact, meeting regularly to guide strategic decisions. At the organizational level, an operational staff coordinates daily activities, logistics, programming, and maintenance, working weekly with participating associations and municipal services. One staff member is employed directly by the City, while others are delegated by the civic partners. At the citizens’ level, residents and groups can propose new initiatives, which are evaluated and approved through a shared decision-making body.
Via Cumiana 15 functions as an open community workshop rather than a conventional sports facility. Sport is promoted as a form of civic participation, social inclusion, and active citizenship, particularly through initiatives framed as “Sport Civico”.
Co-creation, co-management, and community-oriented use define the space, transforming it into a shared urban common serving collective cultural, social, and recreational needs.
